Stocks edged up on Wednesday after Treasury Secretary Scott Bessent announced that the Treasury would at least double the size of its debt buybacks, causing a significant drop in Treasury yields and the dollar.

The debt buyback operation is essentially, the Treasury Department buys back longer-dated Treasury bonds, especially those that are less liquid for structural reasons. While officially the strategy is meant to grease the financial system by removing illiquid securities from large institutions’ books, it has been criticized as a way to reduce duration in the Treasury’s debt mix, thereby artificially suppressing interest rates and stimulating the economy.

As a result, the 5-year Treasury yield slipped 3 basis points to 4.34%, the 10-year yield declined by 7 basis points to 4.64%, and the 30-year yield declined by 10 basis points to 5.19%. Gold rallied more than 3% and is approaching the 4,600 mark.

Stocks’ reactions were less dramatic. The Dow rose 120 points to 53,463. The Nasdaq rose 0.16% to 26,331, while the S&P 500 gained 0.21% to 7,708. AI stocks posted losses, while most other stocks posted gains. The healthcare sector is the clear winner of the day, with the sector rising three and a half percent.

The Federal Reserve’s meeting minutes were released today. There are two highlights we would like to mention. Number one, many officials stated that a rate hike may be necessary. Number two, the idea of reducing the number of Federal Reserve meetings from nine to six was brought up by Chair Warsh but was voted down. These points allow us to see the current tension within the Fed, as well as the types of changes Kevin Warsh would like to bring.
